These are apparently super-sandboxed in terms of what they can do on the computer. The app that caused the problem, Notability, was installed via the macOS app store. I was annoyed by this because it seems like this should be impossible. (Then I reinstalled Notability and everything was bad again!). System/Library/Frameworks/amework/Versions/A/Frameworks/amework/Versions/A/Support/\ I uninstalled Notability and everything resumed it’s normal behavior regarding copy & paste after I reset the UTI database. So the offending app is likely to be Notability.
